Customer Advisory: UK Asset Freeze on PJSC Transneft & DA-Desk Operational Update

On 24 February 2026, the UK imposed an asset freeze on PJSC Transneft, which affects several related entities and terminals within DA-Desk. A Wind-Down General Licence (INT/2026/8889196) (“General License”) has also been issued, valid until April 9, 2026, permitting only wind-down or divest activities—not new business.

Accordingly, the following entities and ports (the “Impacted Entities”) will be deactivated in the DA-Desk System from April 1, 2026.

• Transneft Service, JSC

• Port Novorossiysk (NCSP)

• Port Primorsk

• Port Baltiysk

• Kozmino Oil Terminal

DA-Desk Port Call Creation Policy

To support legitimate wind-down obligations while maintaining compliance, DA-Desk will allow port call creation involving Impacted Entities only for ETAs on or before March 31, 2026.

Please note that:

• Customers must ensure any activity involving these entities is permissible under the General License.

• DA-Desk cannot assess whether your underlying contracts qualify as wind-down activities; compliance remains your responsibility.

• Impacted Entities will be deactivated April 1, 2026, and port calls may not be created.

• Any in-process DAs will be allowed to complete in the DA-Desk System by April 9, 2026.

• After this date, any in-process DAs will be moved to the “DA Complete” status in the DA-Desk System and sent to the customer for further handling.
