Update on sanctioned terminals in China

The following Chinese terminals have been identified as indirectly sanctioned within the DA-Desk active ports database. With immediate effect, no further port calls or transactions relating to these terminals will be processed on the DA-Desk system (β€œSystem”). Existing port calls will be closed in the System and customers must handle this outside of DA-Desk.

  • Dalian Hengli Terminal (Port of Dalian, China), primarily a petroleum products and petrochemicals export terminal, is considered indirectly sanctioned due to asset freeze imposed by OFAC on the terminal operator Hengli Petrochemical (Dalian) Refinery Co., Ltd. https://ofac.treasury.gov/recent-actions/20260424

  • Qingdao Terminal, a.k.a. Qingdao Haiye Oil Terminal (Port of Qingdao, China) a pure crude oil import and storage terminal, and is considered indirectly sanctioned due to asset freeze imposed by OFAC on terminal operator Qingdao Haiye Oil Terminal Co., Ltd. https://ofac.treasury.gov/recent-actions/20260501
